"Stanford pathologist Benjamin Pinsky built an in-house test that has been approved for use by the federal Food and Drug Administration. Since March 3, Stanford has used it to test more than 500 patients, 12% of whom had tested positive as of Tuesday."
Stanford was saying they were ramping up to do 1000 per day. I suspect the number is as low as it is because the guidelines say don't test unless someone has symptoms etc. Yet the article seems to suggest capacity to test is an issue. These two things don't go together. Further, Quest in SLO can supposedly also do 1000 test per day. As of right now, it doesn't seem to me that testing as such is the issue. It may be the logistics of collecting the samples and reporting the results isn't up to the capacity of the testing labs???

In the highly impacted areas, they should be bringing in supplies and medical personnel from areas.
