From what I've read CA has a large state budget because Prop 13 makes it impossible to adequate fund schools out of local taxes.

First of all, we passed a state lottery, with all funds after expenses, going only to schools. That was to make up for the alleged Prop 13 shortfall. 

Also, while CA's average property tax rate is slightly below average vs the rest of the country, the assessed value of the property is significantly higher, in fact, it's the highest in the country. So the net revenue is much higher than average.
