The low Korean numbers show clearly the limitations of testing, of which they are well aware. Contact tracing and quarantine are what works, in the end.  Even when we are testing only ostensibly "sick" people, we are seeing 70% as not (yet) sick. What do you do? Tell those people to go home and have a nice day? Not if you want to stop this thing. That is not what Korea does, that is not what Singapore did, and that is not what China did. We are going to need some serious isolation of people who are "probable" spreaders of the virus. Right now, we are in a "semi quarantine", which probably leaks a lot. When we get to the point we are able, we need to go to more active measures. We aren't yet at the point that would be possible even in the best case. I sure hope we are getting prepared to do so. I haven't seen it yet.
