Do you mean the ACA or the Republican attempts to repeal it?  Because the ACA was debated exhaustively beforehand. 

The ACA repeal bills from 2017 were rammed through more quickly.

Pelosi was referring to letting the people see what the bill can do for them personally, independent of all the chatter over it (much of which was made up bullshit).
