Someone else suggested it assumes 10% of the county's 2M infected and 1% of those dying. The 1% could be justified. I don't think there is any basis for say 10% vs 60% vs 5%.
Indeed, considering the SiP order, and that we know how many are hospitalized at the time that order begins to show up in the numbers, we can begin to estimate a tail on the number of infections from the experience elsewhere.
