Not necessarily.  If you build more closer to where jobs are, then the person living in those new houses has a 10 mile commute instead of a 40 mile commute from the East Bay, and you actually wind up with less traffic.  If you do it even better, and build the housing near public transport, you might even remove cars from the road.
