Unlike what the feds have managed to acquire, these masks probably will not be given to distributors to sell overseas. Good chance some of these masks will be distributed to other states. I doubt FEMA would dare try to abscond with shipments on this scale. It's a lot easier to bully individual hospitals. I suppose the state will need to figure out a way to protect the masks once they are distributed.
