There are ways to obtain interim contract, often by extension of the old contract or by overriding automatic stay if new contract is already awarded when protest is filed. If someone protests a janitorial contract, the garbage does not pile up in the federal buildings. If someone protests a network services contract, the phones do not stop ringing. There's no reason stockpile maintenance should fall apart because of a protest.
