There just isn't time right now to be thinking ahead more than a few days or weeks, and dealing with hospital beds, ppe, etc. is the priority.

I said elsewhere I think states will start being more future-oriented in the next couple of weeks as the numbers of cases drop below crisis levels and resources can be focused on next steps.

I fear that approach will get us in another bind. Understand when you are up to your ass in alligators... , but planning ahead is critical here. We know we don't have the trained people. Training people takes time. Starting when things have calmed down may be too late to provide the service just when we need it.
