Back to the previous question, I think most administrations over the last decade or two have always assumed China (or other foreign nations) would underreport or poorly report meaningful statistics, which is perhaps why the CDC has epidemiologists stationed in foreign countries or why bioterror/pandemics might be a national security issue. It's not hard to imagine that we wouldn't trust any number of nations that might spawn a pandemic while helping them contain it in their country, as it would be in our best interest to do so.
I believe the NYT published that 430k travelers have come from China to the USA *since* Trump's travel restrictions owing to the large number of exceptions/loopholes. Even when he does something right, he can't do it correctly or on time.
As for moral culpability, the Chinese govt certain bears some of that. But if your neighbor's house catches on fire and the neighbor is late to call 911...when the fire spreads to your own house and you decide not to do anything until the house is half-consumed, I'm not sure you can blame your neighbor.
