For better or for worse, the US doesn't tend to have as much of a dirigiste relationship between business and government.  I think that probably serves us well in most circumstances, and can be overcome, but it does mean that it is probably harder to implement government programs through private companies.

Ironically, (again, for better or for worse), Trump has changed that and probably has a more French-like attitude towards the relationship between the state and business.
