It's hard to distinguished an organized misinformation campaign from a bunch of grifters looking for clicks/views/ad revenue and publishing fodder for the social media echo chambers to latch onto and spread virally.  What's worse is that these clickbait writers will sometimes copy/paste talking points for their own use and thus appear to be related authors.

Both are possible and not mutually exclusive.
