The parts I saw so far look good but I focus on one particular section:
TESTING & CONTACT TRACING
No one disputes the US should open when it is ready, and is capable to test and contact trace the number of cases it has and will get, and when it has enough planning in place to facilitate social distancing (maybe non-medical masks, cashier partitions, etc.). The concern is that pressure is being put on states to open BEFORE THESE ITEMS ON THE CHECKLIST ARE IN PLACE. (Also, the checklist lists "the ability to set up testing and screening..." versus already having in place adequate testing and screening).
It all goes back to what people on this thread have been screaming about since the beginning, and that is that the lack of testing, contact tracing and other items (like PPE), is killing us and killing our economy.

- Ability to quickly set up safe and efficient screening and testing sites for symptomatic individuals and trace contacts of COVID+ results
- Ability to test Syndromic/ILI-indicated persons for COVID and trace contacts of COVID+ results
- Ensure sentinel surveillance sites are screening for asymptomatic cases and contacts for COVID+ results are traced (sites operate at locations that serve older individuals, lower-income Americans, racial minorities, and Native Americans)
