 No one is going to go charging back into crowded places, no matter what the ordinance permits.

I'm not so sure.  Consider how many things had to be closed because people wouldn't respect social distance (parks, beaches, and churches, for example).

There will always be people that will ignore the best interests of others or even themselves.  Hopefully, they are a minority and don't become super spreaders.
