If by "bullet" you mean "an increase in cases." Yes.
If by "bullet" you mean "an increase in deaths." Overwhelmingly probable.
If you mean the states that allow some easing of restrictions are going to be far "worse off" than if they kept lock down in place . . . well, you have no idea (unless you define things in that very restrictive way).
Be ready for the inevitable . . . expect it . . . and deal with it. [But "it" isn't going to be the wildfire spreads we saw initially in Italy and NYC, imo. Too many people will self-shut-in; those that go out will take more precautions, as will establishments that re-open. Plus, if actual cases are 5x to 10x of reported cases, that resistance will also work against wildfire spread.
All this is of course speculation on human behavior. And I don't think we're ready to ease restrictions now. But I'd like to think we will be this summer . . . and at some point, you have to let people out of their cages.
