I think that's too narrow and transactional a view of NATO.  Yes, it would be better for us if our allies spent more on self defense, but our biggest advantage compared to Russia or China or any of our other adversaries is the existence of those allies (not just NATO but Japan, ANZ, etc.)  Whether those countries spend 1.5% of GDP or 2% of GDP on defense is almost immaterial to their value to us as allies.
