If Stanford was tipped off in February and that was the first time they heard about it, that means presumably Hector did not disclose anything about this in his application.

Well, non-disclosure by Hector is certainly one plausible theory on what happened. It's also possible that he disclosed something of the incident to the coach(es) recruiting him. Indeed, given how widely known this incident was up in WA, it's hard to believe the coaches were completely unaware of the situation. Of course, Hector may have been less than forthcoming verbally with the coaches.
Not sure we'll ever get resolution on that aspect of this.
