Please share where the CDC has projected a larger second wave of the virus in the fall or winter. My understanding is that the director is concerned a second wave might coincide with the peak of a typical flu season outbreak, and put a strain on the hospital system. It's not that the second wave of the virus will be more severe. . . .

Slightly different wording than "larger," but I think the underlying point is that it could be even worse, whether that be in technical number of cases or severity of outcomes.
