Googling quickly, it was a MERS-CoV outbreak in mid 2015.
MERS came from Saudi Arabia (it stands for Middle East Respiratory Syndrome). As far as I can tell it bypassed China, it got into South Korea directly from the affect middle-eastern states. I think "the second time China has done this in 20 years" is fair, though.
