We are not even trying to build our trace and test capabilities before states are relaxing measures, even while at or near the peak of their local outbreaks. These are choices being made, fully conscious of the general contours of this disease. I don't think it's politically very smart to signal to all your core base of older voters that their lives are expendable, and then proceed with policies that will kill lots of them, but again, they're led by a guy with a real big brain so I'm sure they know what they're doing.
