He's comparing the action of a potential medicine to a disinfectant, probably naively. He's not suggesting anyone inject disinfectant directly into their lungs.

In general, when you have a major public figure, with an Ivy League degree, multibillionaire with seven decades of life experience, being quoted or intrpreted in a manner that suggests he knows less than a ten year old, you'd better check your source or interpreter. Mitt Romney and Bush were subject to the same silliness. Fox will do it to Biden.
