He's comparing the action of a potential medicine to a disinfectant, probably naively. He's not suggesting anyone inject disinfectant directly into their lungs.
I believe that the fact there are people stupid enough to drink Lysol because they think the president recommended it is tragic all on it's own. That said, the fact that a president will utter stream of consciousness ideas in a public setting is incredibly irresponsible, period. The fact that this particular thought is one that by High School (at the latest) one should immediately recognize as absurd is a reflection on this presidents intellectual process. No way around that. Apparently he is just coming to grips with the idea of a "medication" but hasn't yet processed the difficulties in producing such a material.
