Seems pretty common-sense to me, given the weight of the ramifications of finding a working vaccine ASAP. I would think the government would be able to provide insurance along the lines of workers' comp that would compensate for any long-term complications or death, and that it would not be that difficult to find volunteers willing to do it given that we have 20+ million who are suddenly unemployed.
