According to the article, the medical examiners list "probable cause of death," which is a lower standard of proof than "confirmed cases." The state probably only lists confirmed cases. This is what was going on in NY until they announced a large number of deaths that had been previously left out of the coronavirus death tally. The explanation was that they went back and included deaths where the death certificate listed coronavirus even though there were no test results.
