In that video, of the assembly, it appears that a little less than half the kids are wearing a mask, and they are shoulder to shoulder. At 0:52, you can see a girl apparently cough or sneeze into her elbow, and then wipe her nose with her hand.
Normal kid behavior, yes. A real Petri dish though.
Maybe it is being done, but if there's COVID-19 in the community, I don't think this would be doing it without high rates of transmission among the children. The video is from Taiwan which (currently; I don't know when the video was made) has had 1/5 the positive cases of Santa Clara County despite being 11x more populous, so a density of cases about 2% that of SCC.
