From the NPR piece, the current staffing level is unknown for California, but based on their estimates are that with the 10,000 contact tracers the state will have 25 tracers/100,000 of the population, which is close but short of the target of having 30/100,000, which comes from this position paper by the National Association of County and City Health Officials (of course, such organizations might be expected to maximize the number of their members needed, so take it with a grain of salt).
