In that case, shouldn't there be a "manhattan project for making glass vials"? This sort of thing speaks to the ongoing screwups by Trump et al. They should have identified all of the bottlenecks involved in making a vaccine in January or February, gone to Congress for money to fix those things within a few weeks, and be breaking ground on new facilities or whatever by now.
Instead we got..."hoax", denial, hydroxycholorquine, nothing of use.
