I think the narrative about Taiwan's, Singapore's and S. Korea's wherewithal in having an organized, early response has to do with the SARS outbreak of the early 2000s when they had to figure things out for themselves.

My point was that these countries responded early. Having the post-SARS infrastructure in place surely helped, but so did taking the virus seriously as early as January.  The US did not have the history with SARS, but we could have done more early.
