Another issue with college sports is liability. If hundreds of schools and thousands of athletes, coaches, staff, are involved in playing games, even if fan participation is limited or no fans allowed, someone out of all those thousands of people will get sick, someone may die, and when that happens, what then? Shut it all down? Family sues, saying hey, my kid was on scholarship so even though she signed a waiver, she felt pressured to play due to the scholarship, so the waiver is invalid and we are suing the school, the conference, the NCAA for allowing her to get sick like that. What then?
Unless there is a vaccine or we somehow get treatments or otherwise get it under control (fat chance with the way things are going), there is just no way to keep so many athletes spread out in all parts of the country safe from getting exposed, which means some would get sick due to playing. Does anyone think the liability averse schools would risk that, even if they were willing to risk athletes getting infected by traveling and playing?
