Even if he didn't do anything else, just "not impeding" progress to understanding the threat of COVID-19 in the US would have been progress.
I think a great leader would have been ahead of the curve here and brought the country with him (or her). But a merely competent leader wouldn't have been as consistently behind the curve as Trump.
