Makes sense to me: if you do phase 2 and 3 at the same time, and things go to pot, you'd have to rescind both 2 and 3 and go back to phase 1 or even SiP. Then when things stabilize, you'd have to do the stepped re-opening anyway.
I wouldn't give you two cents for all your fancy rules if, behind them, they didn't have a little bit of plain, ordinary, everyday kindness - yeah, and a little looking out for the other fella, too.
