The plan seems...okay? There may not be any better way to get students on campus safely. I hope they're planning very frequent testing of all students and staff.
One issue not mentioned in the letter: tuition. Surely, they can't charge full tuition when students will be spending half of each year at home, right? I'd be pissed if I was paying the same amount for a quarter spent at my parents' house vs. a quarter in on campus (excepting room and board).
