I don't know if it's so much the governors opened up too soon, but rather, they either didn't put clear/safe enough guidelines for businesses to reopen, or it's just not enforceable making it too easy for businesses to ignore them.

As for September being a good time...I'd watch out for the fallout from schools reopening. It very well could be the best time is now...as...bump in September from schools, and then bump in November from winter approaching
