The biggest source of cases in the US was New York, hardly the bastion of “don’t tread on me” thinking.

I agree with Lex that outdoor religious services ought to be allowed.  Outdoor activities in general are fairly safe, and can be made very safe with a modicum of additional measures.

I would continue to avoid large indoor gatherings, however.
