I don't see the harm, or benefit for that matter, in spraying an apple with a diluted bleach solution and then rinsing it off.
I tend to have some in a spray bottle for cleaning pruners, or spraying in a rinsed out juice bottle that I plan to re-use - although I prefer rubbing alcohol for the pruning and grafting equipment since I can also spray it on my hands.
that would be Clorox (used to work there)
and I would not use bleach on iron based objects as it can cause them to rust
