Afraid so. I assume you intended it as a joke, but I wouldn't be surprised if that is part of the plan. Assuming that the robo-call isn't hung up on before it is heard, I assume some percentage of the people will actually comply. We can start a pool on what that fraction will be. By the way, even if they test negative, they still have to quarantine for 14 days because they could be pre-symptomatic. The test only matters because if it is positive then there are another set of contacts to trace. It is a "very nice to have", not a necessity.
