Interesting point. No matter where one sits on any of the issues, it is difficult to reconcile concerns about large gatherings with not enjoining large demonstrations. I suspect the concern was that attempts to enjoin demonstrations on the grounds of COVID-19 would have been considered disingenuous, which would have provoked violent resistance. This raises a lot of issues I think.
