Like MT said, it's taken years for seat belt compliance to be where it is today.
When seat belt laws first came out, it wasn't what it was today. Just front seat passengers at first (or even less restrictive, I'm not sure). And plenty of people ignoring it. It's taken years to change the public mindset. Mask mentality unfortunately won't change overnight, though a pandemic surely did speed things up.
