I am going to be real unpopular with this post, but I believe the only way contact tracing will work is if a health department representative goes to your door and tells you what you are going to do. Not asks, tells. You can't "end the interview". If you refuse, they take you away to quarantine in a county run facility. They do have the power to do this BTW. This is how it works in Korea, Taiwan, etc. The population cooperates partly because they know that if they don't, they will lose their freedom of choice. The people in the USA need to see that this is what happens if you don't cooperate with county health. Compliance will go way up. Yes, it is a bit draconian. However, citizens have responsibilities to their community. Traditionally, this has been one of them. It has been a while since it has mattered, but it matters now. If everybody "does the right thing", there will be no drama. If they chose not to, it must have appropriate consequences.
