Goose -- Trump's departure won't fix any of the issues that led the virus to American shores (multiple attacks on our early warning and detection capability, slow-rolling or delayed response, politicization of response).

But a hypothetical defeat for Trump in November could result in the following:
1. Greater CDC empowerment for data-driven policy response
2. Less politicization of voluntary public health measures (strong-arming GOP governors into promoting mask usage)
3. More federal leadership in sourcing/distributing PPE and maybe also getting the National Guard to contribute meaningfully
4. More coordination/cooperation between private entities working on vaccines/therapeutics 
5. Better data collection standards, more data collection efforts, more federal funding for testing capacity
6. Better usage of the Defense Production Act for PPE, tests, etc.

I don't think it's hypothetical at this point. Trump is behind by 15.5 points in the daily tracking poll and the gap is widening:

Assuming Biden survives (literally) through the first Tuesday in November and selects a running mate acceptable to the Progressives (my money is on Elizabeth Warren), then a few other effects of Trump's ignorance will include:

7. Some form of actual universal health care will also be implemented.
8. Faster development with more invested resources to cool things like UCSD's recent accidental discovery re: Parkinson's:
