Unfortunately, it doesn't tell us anything about the 37.7% that are related to another case. If they were already in quarantine (due to contact tracing) when they first tested positive, they really don't count, because they couldn't have infected anyone. If OTOH they were already positive, they fully count and Rt goes up again. This level of containment just won't cut it.
That said, at least they did something to report on how they were doing with containment. San Mateo County still hasn't done anything of the kind.
