I have heard for other counties that not all sources report over the weekend.  Thus, the Monday county report, which is based on the reports as of end of day Sunday (correct me if I'm wrong), has missing weekend information,  which gets included in the Tuesday county reports.

I was referring to the date of specimen collection, which involves the patient, and doesn't change even if some agency delays getting the info to the county.

Beginning March 24, the county ordered every testing facility to get the results to the county within an hour to the county and to whomever ordered the test.  (However, that doesn't prevent the testing facility from waiting 3 days to process the test.)
