Yep, 50 different plans.

And that could be good if they are all good plans customized for any unique circumstances. It could also suck if the plan in your state is a bad one. One thing that won't happen though is that the entire country won't sink because of a single, nation-wide bad plan. Given who the president is, I think I prefer the 50 plan approach.
