I feel like this should be on the COVID board.

Trump does not have the authority to close or open any state.  Since congress controls the purse, making funding for something contingent on following certain guidelines for locking down would require a congressional act.  Either way, not the administration's responsibility (other than to ask congress for that authority).

But I would settle for leadership on the issue that provided clear guidance to states on when and how to institute social distancing measures, and a clear consistent voice from the administration.  Might certain state governments ignore such guidance?  Sure, but then any problems are on them.
