Congress has the power to impose some conditions on grants of federal funds. The idea is that Congress may use the conditions as an incentive, but may not use them coercively.
I doubt that the president has the power to impose conditions that Congress did not impose at the time it appropriated the funds. But it would depend on the terms of the statute.
