Congress appropriated $30 billion "educational stabilization fund" for schools through the CARES act:

The administration obviously has some flexibility into how those funds are allocated. For example, DeVos has stated that private schools are eligible for the funds (this is the subject of a lawsuit). I could see the administration arguing that the point of the fund is to support schools in making the changes needed to have in person instruction, so that's who the funds will go towards.
