It has never been a spectator sport. On the professional level the AVP doesn’t charge for most of its tournament matches because no one will pay to watch. When the PAC-12 airs matches the ratings have to be one small step above zero.
The Stanford Beach program has had an overall losing record since the inception of the sport in 2013. However things might be changing for the better. This year’s recruiting class is ranked #4 in the nation by Volleyballmag.com.

Stanford built a nice beach facility only a few years ago, so it would be surprising for the AD to reverse course on that one and decide to cut the sport.
