I know it was mentioned somewhat as a joke, but I don't think a blanket prohibition on entry from the US makes sense.  There is ongoing community spread in Canada, so although an incoming traveler from the US is statistically more likely to have COVID-19 than a Canadian, it is not a situation where you can keep the virus out of Canada altogether.  Better to have good social distancing requirements and tracking and tracing than a travel ban, even from a place where the virus is widespread.

Seems to me that you can let virtually anybody into your country of you enforce a 14 day quarantine. That has worked for Taiwan quite well. It is a PITA for travelers, but it it beats a total travel ban. Tracking and tracing (even a "good" one) can be pretty fragile. Taiwan chooses not to over-stress theirs. OTOH, Taiwan doesn't have community spread.
