Why do you believe that is the case? I have seen no evidence that contact tracking and tracing has meaningfully affected Rt, or that it is actually doing anything at all. It would be reasonable to believe that by now there should be such a capability up and running, but I haven't seen any evidence of it. The SCC number of cases that are contacts of other cases is abysmal and getting worse. SF County doesn't publish such a figure, although what they do publish is tanking. San Mateo County publishes nothing.
