More states are imposing quarantines on travelers from other states. What are the limits of that authority? Can they lock people up for 2 weeks but not prevent them from coming in to the state? What are the limits on enforcing the quarantine? Electronic bracelet? Hotel room checks? No key to the hotel room but supply food?
